I och med Hu Jintaos och Wen Jiabaos tillträde till makten har den kinesiska regeringens fokus kommit att flyttas från ren ekonomisk utveckling till att i högre grad än tidigare fokusera på att minska klyftorna mellan stad och landsbygd. Denna uppsats undersöker några av de problem som centralregeringen ser på landsbygden idag, samt några av de lösningar som presenterats. I undersökningen av situationen på landsbygden ”ur böndernas eget perspektiv” har boken Födans folk: Kommer Kinas byar att försvinna? (Liangmin－Zhongguo nongcun hui xiaoshi ma？ 粮民－中国农村会消失吗？) använts och särskilt fokus har lagts på det som i boken diskuteras i termer av byggandet av den nya socialistiska landsbygden, följder av urbaniseringen och problemen med ojämlikheten... Denna uppsats undersöker några av de problem som centralregeringen ser på landsbygden idag, samt några av de lösningar som presenterats. Undersökningen utmynnar i slutsatsen att det visserligen satsas mycket på att lösa de problem som finns på landsbygden men att det det fortfarande finns problem med implementeringen av dessa reformer och att det krävs ytterligare kraftansträngningar för att i grunden komma tillrätta med problemen. Abstract (Chinese)
随着胡锦涛、温家宝就职中央政府比以前更重视发展农村，减少了对纯粹经济发展的重视。本论文查考政府怎么看“三农”、为了解决这几个问题有什么办法、什么长久之计。在了解农民对自己的问题和政府打算把这些问题怎么解决，本论文利用了《粮民－中国农村会消失吗？》作为参考。调查研究特瞩目：此次调查研究的焦点集中在社会主义新农村建设、城市化、城乡不平等等三个问题。此论文的结论是虽然政府尽量解决“三农”，但是想能进一步地达到全面小康社会，在解决这些问题上有长久之计的话，还需要实施更大的措施。

Since Hu Jintao and Wen Jiabao took office the focus of the Chinese government has been less on pure economic development than before and more on developing the countryside. This paper investigates some of the problems the central government sees in the countryside as well as some of their solutions to those problems. The book The Grain People: Will China’s Villages Disappear? (Liangmin－Zhongguo nongcun hui xiaoshi ma？ 粮民－中国农村会消失吗？) has been used when investigating the rural population’s own views on the problems it confronts, and the investigation concentrates especially on the so-called Construction of a New Socialist Countryside, the effects of urbanization and the inequality between urban- and rural residents. It is concluded that even though the government has put extensive efforts into solving the problems in the countryside, there are still problems with implementing the reforms and a lot remains to be done before the problems can be thoroughly solved.
