- Система за устойчиво управление на отпадъците, която се фокусира върху предотвратяване генерирането на отпадъци, повторна употреба и рециклиране вместо върху изгаряне и депониране е трудно да бъде договорена, проектирана и изпълнена. Аз изследвам защо след 8 години разработване София град избра да изгаря и депонира повечето от битовите си отпадъци въпреки предложената по-добра, но по-трудна за реализиране, алтернатива основана на концепцията Нулеви отпадъци. Аз наблягам върху динамиката на процеса на взимане на решение, за да открия движещите сили, които възпрепятстват въвеждането на устойчиво решение. - Система за устойчиво управление на отпадъците, която се фокусира върху предотвратяване генерирането на отпадъци, повторна употреба и рециклиране вместо върху изгаряне и депониране е трудно да бъде договорена, проектирана и изпълнена. Аз изследвам защо след 8 години разработване София град избра да изгаря и депонира повечето от битовите си отпадъци въпреки предложената по-добра, но по-трудна за реализиране, алтернатива основана на концепцията Нулеви отпадъци. Аз наблягам върху динамиката на процеса на взимане на решение, за да открия движещите сили, които възпрепятстват въвеждането на устойчиво решение. Разчитам на теории и концепции относно управление, европеизация и политика, за да създам модел на процеса на взимане на решение. Изпробвам модела чрез събиране на информация посредством интервюта, документи и наблюдения. Аз установявам, че политически маневри движени от политически и икономически интереси, както и слаба и непрозрачна администрация са главни пречки пред намирането и приемането на устойчиви решения. В допълнение защитниците на концепцията Нулеви отпадъци са маргинализирани, докато политическа мрежа оказва влияние върху избора на система за управление на отпадъците. Ако целта е устойчивост то политическите процеси трябва да бъдат взимани предвид. В заключение представям няколко предложения за по-нататъшно демократизиране и включване на гражданите с цел преодоляване на такива пречки и подкрепа за устойчиви решения. (Less)

- Sustainable waste management system which focuses on prevention, reuse and recycle instead of burn and bury is difficult to agree upon, design and implement. I look at why after 8 years of development the city of Sofia chose to burn and bury most of its municipal waste despite a better though more difficult to implement alternative based on the Zero Waste concept was presented. I focused on the dynamics around the decision-making process to find the drivers which impede the implementation of sustainable solution. I relied on theories and concepts about governance, Europeanisation, politics to construct a model of the decision-making process. I focused on the dynamics around the decision-making process to find the drivers which impede the implementation of sustainable solution. I relied on theories and concepts about governance, Europeanisation, politics to construct a model of the decision-making process. I found that politics driven by political and economic interests, weak and non transparent administration are major hurdles when sustainable solutions must me found and agreed. Additionally proponents of Zero Waste were marginalised while a policy network influenced the choice of waste system. If one is aiming at sustainability then politics should be taken into account. Finally I put forward some suggestions for further democratisation and citizens involvement in order to overcome such impediments and support sustainable solutions. (Less)
