In order to reduce climate emissions from transports and to move towards a more sustainable transport system, many municipalities and regions strive to increase the use of bicycle in cities. This study focuses on the three metropolitan areas in Sweden; Stockholm, Göteborg and Malmö. Their efforts with regional bicycle planning are investigated, looking at factors such as cooperation, responsibility and barriers. The studied stakeholders are working in the different metropolitan areas at local, regional and national level, providing a broad overview of how, and to what extent these stakeholders influence regional bicycle planning. Abstract
In order to reduce climate emissions from transports and to move towards a more sustainable transport system, many municipalities and regions strive to increase the use of bicycle in cities. This study focuses on the three metropolitan areas in Sweden; Stockholm, Göteborg and Malmö. Their efforts with regional bicycle planning are investigated, looking at factors such as cooperation, responsibility and barriers. The studied stakeholders are working in the different metropolitan areas at local, regional and national level, providing a broad overview of how, and to what extent these stakeholders influence regional bicycle planning. The findings indicate that the situation varies considerably within and between the metropolitan areas, and that unclear roles and responsibilities of the regional stakeholders cause major barriers. The same counts for Trafikverket, the national transport authority, where municipalities consider the authority's role as unclear. At the same time, in two out of the three metropolitan areas, Trafikverket has the ambition to take greater responsibility and to get more apparent directions for bicycle planning. The study also shows that although regional bicycle planning can be successful without a strong regional stakeholder, the process benefits largely from having a leading stakeholder coordinating the efforts. In general, the need for cooperation is considerable within each of the three metropolitan areas, where stakeholders need to cooperate and increase awareness of how other stakeholders work with bicycle planning in order to develop successful collaboration on these issues.
