- Abstract
- This study examines the political discourse concerning access to subsidized health-care for irregular immigrants in Sweden. The discourse is the public one fetched from the two major parliamentary debates that have taken place, one in 2008 and one in 2013. The parliamentary material is studied by way of a critical discourse analysis in which the material is related to two ideologically separate practices of ascribed rights: human rights and the rights of a member of a political community. The study shows that the attributes ascribed to the irregular immigrant are decisive for classifying as a human right access to subsidized health-care.
