Abstract
The aim of this essay is to analyse the discursive power structure between urban and rural, and how this is expressed in regional and municipal planning. I also aim to examine how different development potential is attributed to different geographical places to map how the discursive power structure has created the current planning paradigm. In addition to this I am going to discuss if it is possible from an intersectional perspective to see a gender power structure in the division between urban and rural. Hopefully the essay will be able to contribute to insights into how a more equal society is created.

The aim of this essay is to analyse the discursive power structure between urban and rural, and how this is expressed in regional and municipal planning. The method used in the essay is discourse analysis, which is performed on three planning documents. The essay’s conclusion is that rural is expressed with terms that romanticise, exoticise and marginalise it. The urban is given all the potential for development: they enable the rural development. The division between urban and rural is based on a gender power structure. The feminine rural is subordinate to the masculine urban. The masculine norm and the urban norm control our society. (Less)
