This thesis seeks to investigate the tension between public participation and the aspect of efficiency in the spatial planning process, by studying the planning process of Rosens Röda Matta, a site for social, cultural and physical activity, in Rosengård, Malmö. Rosens Röda Matta was planned by Malmö municipality in collaboration with thirteen young women living in area.

The aim of the thesis is to investigate if the public participation and the aspect of efficiency are in opposition, or if the two aspects can complete each other in the planning process. The theories that till be applied are the rational planning theory, the communicative planning theory and the ladder of citizen participation.

By studying the spatial planning process of Rosens Röda Matta, through a literature review and by interviews with a planner and two of the young women involved in the process, I reach the conclusion that the planning process of Rosens Röda Matta can be seen as a hybrid between the rational and the communicative planning, and that public participation and the aspect of efficiency has completed each other in the planning process.
