Abstract
Reports suggest that uncertainty among citizens in Helsingborg is increasing, while in fact a contemporary decrease in crime statistics is proceeding. The development indiactes that there is more than criminal aspects to the growing problem. The Department of Urban Planning in Helsingborg is consequently developing a new urban development project, aiming to map the areas characterized by the highest rates of experienced uncertainty, and further investigate how physical measures in the urban environment may increase the experience of certainty. Reports suggest that uncertainty among citizens in Helsingborg is increasing, while in fact a contemporary decrease in crime statistics is proceeding. The development indiactes that there is more than criminal aspects to the growing problem. The Department of Urban Planning in Helsingborg is consequently developing a new urban development project, aiming to map the areas characterized by the highest rates of experienced uncertainty, and further investigate how physical measures in the urban environment may increase the experience of certainty. The aim of this study is to investigate how the Department of Urban Planning works with these measures and co-operate with involved actors in order to increase certainty, how local police authorities consider the project, and how the measures may affect citizens in a longterm perspective. The empirical method consists of two interviews held with representants from the Department of Urban Planning and the police. The material is analyzed and discussed referring to scientific theories on the matter such as Broken Windows and Defensible Space, but also municipal documents and statistics. Conclusively, the project is expected to generate an increased social certainty, though in a long-term perspective however may lead to gentrification or displacement of
