- The coast of Scania is vulnerable to disasters due to rising sea levels in combination with multiple communities along the coast. In the future, such disasters may become more frequent due to climate change and that may lead to predicted damages that are not covered by insurances. This increased risk of costs may lead to negative effects on the individual property owner and thereby also on the municipality and the insurance companies. - The coast of Scania is vulnerable to disasters due to rising sea levels in combination with multiple communities along the coast. In the future, such disasters may become more frequent due to climate change and that may lead to predicted damages that are not covered by insurances. This increased risk of costs may lead to negative effects on the individual property owner and thereby also on the municipality and the insurance companies. The aim of the thesis is to investigate how the municipality of Vellinge and insurance companies perceive risk and their responsibility and how it affect their planning for future rising sea levels. The main question is examined through interviews with relevant practitioners, with complementary studies of relevant documents. Theories about vulnerability, risk reduction, system theory, and comparisons with global insurance companies are related to the empirical material.
The findings of the study show that the perception of risk from sea level rise is high and that the formal responsibility for climate adaption is unclear but that both actors choose to take responsibility to reduce risk. The results also indicate that there is a dependency between the two actors. The insurance companies are dependent on municipal climate change adaptation to reduce the risks and thereby facilitate the possibility to offer insurance and the municipalities are dependent on insurance companies continuing to offer insurances to keep the municipality attractive.
