- After the economic crisis that shook large parts of the EU in the end of the 2000, a new paradigm has emerged that encourage new sustainable business models. Two concepts that has occurred in recent times are circular economy and sharing economy. Because of increased interest in the concepts it’s important to understand the full meaning surrounding these.
The aim of this study is divided into three sections. The first aim is to gain a better understanding of the relationship between the two concepts and their implementation including how they are incorporated in Sweden. The aim of this study is divided into three sections. The second aim is to analyse two state inquiries and the relationship between them, which include how they compare to the scientific research areas of the two concepts. The third aim of this study is to review how the two state inquiries relate to Swedish environmental policies and engagement.
The study encompass a literature review that explores the concepts origins and definitions. A content analysis is also used to show how the relationship between the inquiries and the relationship between the concepts.
The results show that currently the concepts have no clear definition and it’s hard to say how and if they are related. The findings show that in a Swedish context, the sharing economy is incorporated into the circular economy concept. The finding also shows that the two state inquiries don’t cover the entirety of the circular economy concept and how that affects the relationship with environmental policies and engagement. För att nå denna vision krävs att medlemsländerna i unionen och dess medborgare ändrar sina konsumtionsmönster och frångår det linjära ’slit och släng-samhället’ som dominerar idag. Två koncept som kan bryta detta är cirkulär ekonomi och delningsekonomi. I strävan mot ett mer resurseffektivt samhälle så har dessa två koncept blivit allt mer intressanta för den svenska regeringen. Naturvårdsverket menar att hälften av de svenska miljömålen berörs direkt av konceptet cirkulär ekonomi, vilket gör att konceptet ses som en viktig del i det svenska miljöarbetet. Under våren 2017 släpptes två utredningar som behandlar de båda koncepten. ’Från värdekedja till värdecykel’ (SOU 2017:22) och ’Delningsekonomi på användarnas villkor’(SOU 2017:26). På grund av intresset och relevansen för det svenska miljöarbetet är det viktigt att förstå vad de båda koncepten innebär. De båda koncepten har ett gemensamt mål om att frångå ’slit och släng-samhället’. Det finns dock frågor om hur förhållandet ser ut mellan koncepten.
Ett av de största problemen som finns med de båda koncepten är att det inte finns några tydliga definitioner. Avsaknaden av definitioner medför att det är svårt att utreda hur förhållandet mellan de båda koncepten ser ut. Så hur ser egentligen förhållandet ut mellan de båda koncepten i Sverige?
Resultatet från studien att i Sverige kan delningsekonomin ses som en del av det större konceptet cirkulär ekonomi. Detta beror på att utredningen ’Från värdekedja till värdecykel’ främst vill främja affärsmodeller som kan ses som delningsekonomiska affärsmodeller, som till exempel bilpooler. Samtidigt behandlar utredningen ’Delningsekonomi på användarnas villkor’ enbart transaktioner mellan privatpersoner. Ett problem är att ’Från värdekedja till värdecykel’ inte behandlar hela konceptet cirkulär ekonomi. Utredningen tar inte upp delar som avfallshantering och andra delar som ses som centrala i en cirkulär ekonomi. Detta medför att flertalet av de miljömål och det arbete som genomförs av regeringens samverkansgrupper inte berörs av utredningarna. (Less)
