Abstract
Culture and creativity are two urban development key words that have been increasingly applied as urban policies in most of the western world. Two decades after these strategies started to become widely applied we are now facing the long-term effects. Social inequality and deepened segregation are two undesirable impacts stemming from cultural and creative policies. Using Malmö as an example I explore the cultural urban development strategies of the city, how they have changed during the past two decades and whether it stands in relation to the changing nature of relevant research. Culture and creativity are two urban development key words that have been increasingly applied as urban policies in most of the western world. Two decades after these strategies started to become widely applied we are now facing the long-term effects. Social inequality and deepened segregation are two undesirable impacts stemming from cultural and creative policies. Using Malmö as an example I explore the cultural urban development strategies of the city, how they have changed during the past two decades and whether it stands in relation to the changing nature of relevant research. I use the newly-developed area Hyllie as a case study of how Malmö’s strategies have been manifested. Three strategies make up the theoretical framework; the creative city, place marketing and creative placemaking. The research is performed using qualitative and quantitative documental analysis of masterplans and other relevant planning documents together with two interviews.

The findings show that cultural strategies are widely used in the planning of Malmö and they indicate a change that is following the nature of research for the past two decades. In Hyllie it is manifested with grand-scale entertainment-led projects that have done little to reach the goal of integrating surrounding neighbourhoods. A recent development of strategies shows an indication of Hyllie starting to include smaller, non-commercial cultural projects that aim to improve the lack of social developments in the area. (Less)
