- The housing market in Malmö is characterized by major differences between socioeconomic groups regarding the possibility to access housing of decent quality. Many households in Malmö with limited financial resources have a hard time meeting their housing needs. To address this problem, Malmö Stad has initiated the “Mallbo project” in which the city of Malmö collaborates with market actors to develop a business model which enables production of rental housing at a lower cost than normal. - The housing market in Malmö is characterized by major differences between socioeconomic groups regarding the possibility to access housing of decent quality. Many households in Malmö with limited financial resources have a hard time meeting their housing needs. To address this problem, Malmö Stad has initiated the “Mallbo project” in which the city of Malmö collaborates with market actors to develop a business model which enables production of rental housing at a lower cost than normal. The aim of this thesis is to explore the possibilities and limitations of Mallbo to counteract housing inequality. The study uses interviews with officials from Malmö Stad and The Swedish Union of Tenants as main mode of data collection. The study shows that Mallbo has the possibility to counteract several of the manifestations of housing inequality in Malmö. To make any significant impact, however, would require upscaling the project, which is limited by the path dependency of housing provision. Furthermore, the study shows that solutions such as Mallbo have a rather small potential to change the fundamental problem of inequality. (Less)
