In order to analyse the data I use a Multiple Streams Framework to label different actors and events as well as explaining necessary and sufficient conditions/configurations for the outcome. The result of the study is that a well-placed framing of the problem, in the form of a sequence of articles in a large daily newspaper raised the issue to the political agenda and after the election led to the creation of the inquiry. However, due to a lack of concrete policy alternatives to New Public Management and institutional conflicts the aspirations present during the election were diluted in the draft of the inquiry.
