- The five Nordic countries have been comparable for a longer period of time. Both stream of problem and stream of politics is necessary and sufficientconditions, and the stream of policy is a sufficient condition. However, in 12 of 20 cases, thetheoretical assumptions are being contradicted. This result is questioning the logic that all threestreams are needed to be included to open a policy window. (Less)
