The five Nordic countries have been comparable for a longer period of time. One aspect that isgoing to be studied in this research is if the different pension reform processes lead to the similaroutcome, which explains the success of approving a policy proposal. 20 pension reform cases inthe Nordics have been selected, which is based on the fact that they are different from oneanother.By using the theoretical assumptions of the Multiple Streams Framework (MSF) andimplicitly the theory of historical institutionalism (HI), the research will be constructed by usingthe methodology of fuzzy-set Qualitative Comparative Analysis (fsQCA) method. The researchtries to identify if Kongdon’s three streams can fulfill the theoretical assumption by opening apolicy window.This thesis can conclude that the MSF approach does partially explain some cases'outcome, 8 of 20 cases. Both stream of problem and stream of politics is necessary and sufficientconditions, and the stream of policy is a sufficient condition. However, in 12 of 20 cases, thetheoretical assumptions are being contradicted. This result is questioning the logic that all threestreams are needed to be included to open a policy window. (Less)
