In association with the refugee crisis in 2015, more people sought asylum in Sweden than ever before. The Swedish government initially pursued a relatively welcoming asylum policy with open borders and with a vision of maintaining the right to asylum. This moral attitude towards refugees would subsequently take a turn. On December 9 in 2015, the Bill "Specific measures during serious danger to public order or the internal security within the state" was formulated, which in this study is referred to by its abbreviation; PROP 2015/16:67. In association with the refugee crisis in 2015, more people sought asylum in Sweden than ever before. The Swedish government initially pursued a relatively welcoming asylum policy with open borders and with a vision of maintaining the right to asylum. This moral attitude towards refugees would subsequently take a turn. On December 9 in 2015, the Bill "Specific measures during serious danger to public order or the internal security within the state" was formulated, which in this study is referred to by its abbreviation; PROP 2015/16:67. By applying a quantitative content analysis and a qualitative content analysis, certain variables associated with threat images have been examined as well as the context in which they occur. This study concludes that what is considered a threat is not directly uttered in PROP. 2015/16:67 but that the large number of asylum seekers is described as an upcoming result of reduced state control and a deteriorating welfare. Thus, these two sectors are understood to be primarily exposed to the threat; asylum seekers. Furthermore, the securitization theory’s perceptions of security threats indicates that i) an actor who knowingly seeks to securitize an object (the Swedish government), and ii) an existential threat for the actor to securitize (asylum seekers) were identified within PROP 2015/16:67. In conclusion, the Swedish government’s choice of not directly utter asylum seekers as security threats is problematized in the discussion. (Less)
