Enhancement of innovation in the public sector: a qualitative study of how Swedish municipalities have worked with innovation hubs to meet global and social challenges

The purpose of this study is to explore the enhancement of innovation in the public sector when municipalities use innovation hubs to meet global and social challenges. The study is aimed at examining the process of how the hubs implement innovation. This research contributes to the Swedish research of innovation and provides knowledge to managers about beneficial methods regarding managing change and enhancing innovation. The purpose of this study is to explore the enhancement of innovation in the public sector when municipalities use innovation hubs to meet global and social challenges. The study is aimed at examining the process of how the hubs implement innovation. This research contributes to the Swedish research of innovation and provides knowledge to managers about beneficial methods regarding managing change and enhancing innovation. To conduct this study, a qualitative methodology was chosen, and the empirical data was collected through semi-structured interviews. Eight case studies of innovation hubs were purposively selected and served as subjects in this study. The study was investigated from a change management perspective with a focus on collaboration and social relationships.

This study shows that innovation hubs are a highly functional working method to start enhancing innovation in the public sector. Furthermore, the study indicates that how social relationships are created, defined, and managed at the beginning and throughout a change process, will have an impact on the outcome. The results advocate a need for pro-innovation managers and leadership styles that can induce innovation moreover that financial funding can weaken innovation barriers. It was concluded that the innovation hubs have developed the capabilities and abilities for the municipalities to start working with innovation and allowed them to test ideas and try various methods, structures, and approaches to enhance innovation. The study provides evidence that all municipalities have benefited from the hubs, however, that municipalities that are novices to work with innovation would gain the most out of adapting innovation hubs as a working method to enhance innovation.
