Social housing i Sverige?

Abstract

The current housing shortage affects all social classes but those most affected are the ones already furthest away from the housing market. The homelessness caused by structural factors has increased in Sweden during the last couple of years. It has led to an increased workload for the Social Services. Today, there is no unambiguous definition of social housing connected to the legal framework in Sweden. The study investigates the absence of social housing in Sweden and why Sweden has chosen not to introduce such a system. Furthermore, the study aims to examine the Nordic countries' system for Social Housing to find out if there are certain aspects Sweden can be inspired by and implement. Lastly, the study investigates if there is a feasible future for social housing in Sweden.

The master thesis' issues were answered by utilizing a qualitative research approach and method including a theoretical study as well as an interview study. The interviews were held with the spokespersons for housing from each of the largest political parties and delegates from three interest associations within the Swedish housing sector. The interviewees had a wide range of opinions regarding both the definition of social housing and the attitude towards implementing a new housing sector intended for a certain target group. The reason social housing is not used in Sweden today could be explained by the fact that Sweden has found other, general, ways to house its inhabitants. There are parts in the Nordic systems that Sweden can imitate or be inspired by and make its own interpretations of. Lastly, the lack of a common definition results in difficulties to discuss a potential future system of social housing for both political parties and interest associations. The majority of which have a negative attitude towards social housing whilst there are some positive opinions which makes the prospect of an implementation in Sweden not entirely impossible. However, before this could happen, there are multiple obstacles to overcome.

Abstract (Swedish)

Bostadssituationen i Sverige har under de senaste åren utvecklats i en oroande riktning. Den rådande bostadsbristen påverkar alla samhällsgrupper men de som drabbas hårdast är de som redan står längst ifrån bostadsmarknaden. De senaste årens ökning av den strukturella hemlösheten i Sverige har även ökat arbetsbelastningen hos den redan överbelastade socialtjänsten när hushåll som egentligen inte hör till dess målgrupp söker sig till dem för hjälp med boende. Det råder stora svårigheter för människor i utsatta positioner i samhället att komma in på den reguljära bostadsmarknaden. Åsikterna om hur det ska lösas är många och likaså om social housing skulle kunna vara en lösning på problemet. I dagsläget finns ingen entydig definition av social housing med juridisk bundenhet och i Sverige har begreppet en omfattande negativ laddning.

Syftet med studien är att skapa förståelse för social housing både som begrepp och som system, för att vidare ta reda på varför det inte är etablerat i Sverige idag och om det eventuellt kan komma att implementeras i Sverige i framtiden. Vidare syftar studien till att ge en inblick i hur attityden mot social housing hos svenska beslutsfattare ser ut.

Examensarbetet genomfördes som en kvalitativ studie. En teoristudie i kombination med semistrukturerade intervjuer bidrog tillsammans med information för att kunna besvara studiens frågeställningar och således nå dess resultat och slutsatser. Teoristudien innefattade i huvudsak en historisk bostadspolitisk överblick, en övergripande kartläggning av systemet för bostadsförsörjning i Sverige idag samt hur social housing tar sig uttryck i andra nordiska länder. Intervjuerna hölls med de bostadspolitiska talespersonerna för riksdagspartierna samt med representanter från tre branschorganisationer.

Resultatet visar på att meningsskiljaktigheterna bland respondenterna i intervjustudien är stora både gällande deras definition av social housing som begrepp och inställningen till att skapa ett nytt system avsett för en viss målgrupp. Slutsatserna av studien är att social housing inte används i Sverige på grund av en historia av generell bostadspolitik och stark allmännytta samt att Sverige har hittat andra sätt att lösa bostadsförsörjningen på och därmed inte haft ett behov av social housing tidigare. Det finns delar av systemen i andra nordiska länder som Sverige kan ta efter eller i varje fall inspireras och göra sin egen tolkning av. Slutligen resulterar avsaknaden av en gemensam definition i svårigheter för både partier och branschorganisationer att diskutera ett framtida system av social housing. Majoriteten av partierna och branschorganisationerna är negativt inställda till social housing men det finns en viss positivitet vilket inte stänger dörrarna helt för en framtid för social housing i Sverige. Innan en implementering av social housing i Sverige kan genomföras finns flertalet svårigheter att bemöta.
