- Abstract
- In 2017, Sweden adopted a climate policy framework consisting of a climate law, climate objectives and a climate policy council. The target outcome for Swedish greenhouse gas emissions is determined to have no net emissions by 2045. The purpose of the thesis is to investigate which parts in a production of a new small scale house have the most climate impact, what measures can be taken to reduce these and how the industry should achieve emission neutrality by 2045. - In 2017, Sweden adopted a climate policy framework consisting of a climate law, climate objectives and a climate policy council. The target outcome for Swedish greenhouse gas emissions is determined to have no net emissions by 2045. The purpose of the thesis is to investigate which parts in a production of a new small scale house have the most climate impact, what measures can be taken to reduce these and how the industry should achieve emission neutrality by 2045. To address the purpose of the thesis a qualitative literature review and interview research were conducted. The key findings, conducted from an interview survey with actors in the industry, indicated that it is the materials used during the production phase that have the most impact on the climate, especially the use of concrete. To reduce climate impacts from materials, the main solutions that were found were the use of life cycle analysis (LCA) during the design and planning stages. The use of LCA will identify and future avoid the use of specific materials with high climate impact. Regarding how the industry should achieve emission neutrality by 2045, there was a differentiation among the interviewed. Some respondents thought that emission neutrality will be reached with a bottom-up approach, where no governance is required. While the other part of the respondents rather though that governance will be needed through a top-down approach, with administrative instruments such as legislation, regulatory requirements and guidelines. Majoriteten av de aktivitet vi människor sysslar med genererar utsläpp av växthusgaser, växthusgaser som i sin tur skyndar på jordens växthuseffekt och leder till klimatförändringar. För många människor är en viktig del av livet att bygga bo, enligt boverket kommer det byggas ungefär 10 500 nya småhus i Sverige år 2020. För att kommande generationer också ska kunna uppfylla sina drömmar om att bygga ett eget hus krävs det att småhussektorn ställer om till en utsläppsneutral produktion.

Fokus ligger på hur påverkan kan minskas för att småhusbranschen ska kunna bli utsläppsneutral till 2045, då Sverige har som mål att inte ha några nettoutsläpp av växthusgaser. Studien bygger på en intervjustudie där aktörer inom småhusbranschen har intervjuats.
Studiens huvudsakliga upptäcker visar att det mest klimatpåverkande vid nyproduktion av småhus är materialen, i synnerhet användning av betong. I syfte av att kunna minska småhus klimatpåverkan är lösningar att använda alternativa, mindre klimatpåverkande material, samt användning av livscykelanalyser (LCA). Om man använder sig av LCA redan i planerings-/ designstadiet av ett småhus kan klimatpåverkande material snabbt identifieras och bytas ut för att minska byggnadens totala klimatpåverkan. Gällande hur småhusbranschen ska kunna bli utsläppsneutral till 2045 finns det delade meningar om inom sektorn. Vissa aktörer tror att branschen själva kommer utvecklas till utsläppsneutral med hjälp av diverse branschinitiativ och projekt. Som i sin tur kommer leda till utveckling av utsläppsneutrala material och byggtekniker. Andra aktörer menar på att det kommer krävas hård styrning uppifrån med införande av lagstiftning, myndighetskrav, specifika byggregler och riktlinjer för att i framtiden nå en utsläppsneutral nyproduktion av småhus.
