Abstract
The conditions under which children are brought up in cities have long been discussed, and in connection to that the Convention of the Rights of the Child became law in Sweden in January of 2020, there is reason to study how urban planning can play a role in its fulfilment. Child impact analysis is a process that can raise the child-perspective, the child’s own perspective and the right-of-the-child perspective in the planning process and can be a tool to implement the Convention of the Rights of the Child in urban planning.

The conditions under which children are brought up in cities have long been discussed, and in connection to that the Convention of the Rights of the Child became law in Sweden in January of 2020, there is reason to study how urban planning can play a role in its fulfilment. Child impact analysis is a process that can raise the child-perspective, the child’s own perspective and the right-of-the-child perspective in the planning process and can be a tool to implement the Convention of the Rights of the Child in urban planning.

The purpose of the study is to consider how the Convention of the Rights of the Child can be implemented through child impact analysis with a municipal planning perspective. The study also seeks to identify success factors and difficulties in the process. The theoretical background is based on literature review regarding how children are affected by current urban planning norms and children’s participation in the urban planning process. The empirical study consisted of a qualitative analysis of the planning process and associated child impact analyses in three Swedish urban renewal projects and interviews with urban planners involved.

The result showed that child impact analyses can be an important tool in translating the Convention of the Rights of the Child into action in urban planning but there is room for improvement, especially regarding children’s participation. The success factors were largely associated with municipal routines and their integration into the planning process as a whole. The difficulties mostly concerned the support from policies and the resources allocated. (Less)
