Abstract
In recent years, the structural transformation of trade towards e-commerce has received attention in Swedish planning practice, often in negative terms with an explicit concern for the local brick and mortar retail. However, e-commerce has also been recognized as an opportunity for regional development. In Sweden, a number of e-commerce clusters, with high concentration of e-commerce companies, have developed. Some of these have developed in regions that lack optimal logistic conditions. In recent years, the structural transformation of trade towards e-commerce has received attention in Swedish planning practice, often in negative terms with an explicit concern for the local brick and mortar retail. However, e-commerce has also been recognized as an opportunity for regional development. In Sweden, a number of e-commerce clusters, with high concentration of e-commerce companies, have developed. Some of these have developed in regions that lack optimal logistic conditions. Cooperation, an opportunity-based attitude and individual commitment from local key actors have instead been ascribed as the strongest contributing factors to the cluster development. Building on the extension of the new path development literature, this essay examines the role of change agency in cluster evolution through a case study of Kalmar's e-commerce cluster. The aim of the thesis is thus to contribute to a deeper understanding of how local actors’ agency effect and contribute to cluster evolution. Through interviews with local actors involved in e-commerce in Kalmar, the study shows how local actors through three types of change agency have constructed and further exploited an opportunity space, thus contributing to the evolution of the e-commerce cluster.
