The study shows that deacons do not experience that their discretion is restricted and that they have the mandate to change or adapt the guidelines to the perceived local needs. The interviewees did not fully agree on whether or not they should have controlling measures and where the line goes for what is their responsibility in the society. They had experienced a general expectation that the church will always help people in need. The interviewees also found it difficult to assess whether the confidants were being honest or not. (Less)
