By conducting a case study of two Swedish municipalities through semi-structured interviews this essay presents social norms and how they are reflected in the planning and prioritization of snow removal. The material collected from the interviews have been compared with material from the websites of the municipalities and have thereafter been analyzed through the norm critical perspective. The result of the essay presents a variety of norms that are reflected in how municipalities prioritize their snow removal. It is shown that the municipalities challenge some norms but that the majority of the reflected norms are not made visible by the municipalities and are therefore amplified. (Less)
