- Abstract
- In order to address land shortages, many large cities worldwide, including Jakarta, adopt coastal land reclamation (CRL) as a solution, boosting the city's economic development. However, it comes with several unfavorable side effects. Through fieldwork in the Jakarta coastal area, qualitative data were obtained through surveys, interviews, and group discussions. This study discovered that the creation of artificial islands happened between 2010 and 2015 and has slowed down since 2015 by using Geography Information System (GIS) to track the land-use change in the research... This study discovered that the creation of artificial islands happened between 2010 and 2015 and has slowed down since 2015 by using Geography Information System (GIS) to track the land-use change in the research area. The land reclamation project causes various impacts on the community, especially fishers who live around the location. The construction that occurred before the permit was issued and the overlap of applicable regulations without involving the community in the development of land reclamation proves that this project has an imbalance of power relations. Various power resources and tactics such as manipulation, intimidation, and authority are used by actors in the development project. Therefore, social power often occurs in government projects and causes the formation of marginalized groups as 'victims' of development. (Less)
