Abstract
Article Processing Charges (APC) are a way for publishers of Open Access (OA) journals to make profit. Via the Bibsam consortium, Swedish universities have made deals with publishers that allow researchers to publish Open Access at reduced or no cost. For journals not included in these agreements, some universities have central publication funds that are meant to cover APC’s. This master’s thesis explores the publication fund at Lund University. Article Processing Charges (APC) are a way for publishers of Open Access (OA) journals to make profit. Via the Bibsam consortium, Swedish universities have made deals with publishers that allow researchers to publish Open Access at reduced or no cost. For journals not included in these agreements, some universities have central publication funds that are meant to cover APC’s. This master’s thesis explores the publication fund at Lund University. The publication fund at Lund University goes under the name “additional support for publication”, which hints at the complementary role of the publication fund in light of the agreements. The purpose of this thesis is to explore the relationship between librarians, researchers, and additional support for publication at Lund university. Using Bruno Latour's Actor-Network theory both as a theoretical framework and as method, qualitative interviews with librarians working with the publication support and researchers who have received support for APC’s have been conducted. The findings of this study shows that while the additional support for publication has a stabilizing power in cementing librarians’ and researchers’ competencies regarding choice of publication, researchers are not particularly affected by the publication support in their choices of journals or in their views on OA-publishing. In contrast, the librarians view the additional support for publication as a way to promote a more diverse OA-publishing. Conclusions drawn from the study are that the additional support for publication sets up monopolies of competence as well as possibilities for mutual learning regarding choice of publication. Leaning on Bruno Latour, the thesis argues that the librarians use the additional support for publication as part of a translation process to promote their ideas and visions regarding OA-publishing, thus becoming spokespersons for the additional support for publication.
