Drawing on surveys and interviews, the study reveals divergent views on stakeholders rights, with the public emphasizing the significance of their opinions, traditions and history in decision-making. On the contrary, the country board asserts the importance of following national legislation. The findings suggest a communication gap among stakeholders, highlighting the need for improved dialogue and consensus-building strategies within the public sector in the decision-making process.
