- This study examines how sustainability experts at municipal and regional levels in Skåne perceive the climate crisis, their vision of the future, and the obstacles to climate adaptation. By analyzing the environmental discourses expressed in interviews, the study provides insight into strategies for addressing climate challenges and structural barriers affecting the transition. The results show that ecological modernization is the dominant discourse, emphasizing technological solutions, market incentives, and industrial innovation. However, concerns were raised about slow transitions in certain industries and structural inertia. The limits and survival discourse highlights resource scarcity and systemic vulnerabilities, while green politics calls for systemic transformation and long-term planning. Sustainable development stresses the interplay between environmental policies and social justice, advocating holistic governance. Democratic pragmatism focuses on citizen participation and the role of timing in policy implementation, whereas green consciousness reflects a biocentric perspective, emphasizing ecological justice and the human-nature relationship. These findings illustrate the complexity of environmental governance, where optimism about technology coexists with concerns about systemic barriers and societal readiness. Understanding these discourses is essential for shaping effective sustainability strategies. (Less)
