The analysis reveals insights into the dynamics of policy narrative structures, content, and meaning-making processes in the context of multi-level governance. By exploring the interplay between narrative form and content in policy transfer, this research contributes to the development of NPF theory and methodology while enhancing our understanding of policy processes in complex political collaborations.
