Abstract
This thesis investigates the spatial governance challenges arising from the interaction of two policy fields: nature-based solutions (NbS) and urban densification in Lund, Sweden. The study explores multiple areas of interest, these areas are; (1) how actors collaborate within the planning process, (2) which actors pursue NbS and densification, and (3) what challenges and possibilities that exist within the planning process in regard to NbS and densification. This thesis investigates the spatial governance challenges arising from the interaction of two policy fields: nature-based solutions (NbS) and urban densification in Lund, Sweden. The study explores multiple areas of interest, these areas are; (1) how actors collaborate within the planning process, (2) which actors pursue NbS and densification, and (3) what challenges and possibilities that exist within the planning process in regard to NbS and densification. Governance and Governance Network Theory (GNT) is used to analyse the actor networks in the planning process, their roles, power relations and institutional rules. Empirical data were collected through eight semi-structured interviews with three actor groups: municipal officials, property developers and local interest groups. The findings reveal that while densification is primarily driven by local politicians and property developers, NbS is promoted by a more fragmented network of actors. On the general level, the collaboration between actors on the issue of densification and NbS takes a multitude of shapes, depending on the actors involved. Furthermore, the study identifies a number of challenges, but also opportunities in relation to NbS and densification. The study moreover highlights the need for stronger coordination between actors and clearer responsibilities especially regarding the integration of NbS in urban densification projects. (Less)
