Welfare as a planning tool provides insight in understanding what role the hospital plays for respective actor in a welfare context and peripheralization is a concept that is used to analyze what processes are at play in the case that are part of peripheralizing Sollefteå. The analysis concludes that there is weak governance in the case of the hospital, with varying views of what role the hospital plays and that there are processes of peripheralization of Sollefteå at play in the case.
