Regional Representation of Car Dependency: How car dependency is problematized by Region Skåne in regional transportation strategy

Abstract
The purpose of this thesis is to examine how the issue of car dependency is represented within the transportation system of Region Skåne and how that representation shapes the region’s strategy for mobility. This is done through a document analysis of the active version of the transportation strategy from 2017 as well as the soon-to-be implemented draft version from 2025 using the “What’s the problem represented to be?” approach. The research draws upon the theoretical lens of transportation justice to critically analyze the material in order to view how the concept of car dependency affects the strategies. This is done through a document analysis of the active version of the transportation strategy from 2017 as well as the soon-to-be implemented draft version from 2025 using the “What’s the problem represented to be?” approach. The research draws upon the theoretical lens of transportation justice to critically analyze the material in order to view how the concept of car dependency affects the strategies. The findings show that car dependency and the social aspects of sustainable mobility play a larger role in the 2025 version than in the 2017 version, indicating a positive development. Meanwhile the transportation strategy still subordinates itself to land-use planning processes, limiting its potential for combatting car dependency. The failure to acknowledge the marketization of public transportation also showcases a gap between strategy and practices. (Less)
