The use of Historical Institutionalism helps in providing aninsight into how institutional legacies as well as the two countries divergent criticaljunctures have impacted their policy development. The analysis of the material came inthe form of a policy analysis with a qualitative analysis of the policies outputs as wellas a quantitative analysis of the policy outcomes. Because of an unfortunate lack ofregional and temporal data on the metrics which were of interest, the analysis had toadapt which means that the results are somewhat inconclusive but give pointers topotential further research on the topic.
