- This study examines how the establishment of grocery retail in the urban development area of Södra Råbylund in Lund, Sweden, can be understood in terms of collaboration between municipal and private actors. - This study examines how the establishment of grocery retail in the urban development area of Södra Råbylund in Lund, Sweden, can be understood in terms of collaboration between municipal and private actors. The aim is to analyse how differing temporal logics, discretionary power, and governance arrangements shape the implementation of commercial services in new urban developments. The study is based on a qualitative case study design, drawing on three semi-structured interviews with representatives from the municipality and the developer, as well as an analysis of planning and contractual documents. Using Patsy Healey’s theory of collaborative planning alongside a governance perspective, the analysis focuses on institutional capacity, arenas of interaction, and processes of meaning-making. The findings show that the retail establishment is characterised by mutual dependence between actors operating under different mandates and time horizons. While the municipality pursues long-term objectives related to social sustainability, private actors act within a risk-reducing investment logic. The delay in grocery provision can therefore be interpreted less as a failure of planning and more as a consequence of structural and temporal tensions embedded in contemporary governance arrangements. The study contributes to a deeper understanding of how normative planning ambitions interact with market conditions in urban development projects reliant on private investment. (Less)
