- Denna uppsats behandlar den omställning till ett hållbart livsmedelssystem som efterlyses genom EU:s gröna giv (hädanefter EUGD) och den tillhörande Från jord till bord-strategin (hädanefter F2F). En sådan omställning bör enligt EUGD uttryckligen innebära djupgående förändringar. Uppsatsen undersöker i vilken mån de djupgående förändringar som åsyftas möjliggör alternativa sätt att organisera och styra livsmedelsförsörjningen. Analysen genomförs genom en jämförelse mellan EUGD, F2F och deras rättsliga uttryck i strategiska planerförordningen å ena sidan och principer om matsuveränitet å den andra.

Uppsatsen inleder med att redogöra för begreppet matsuveränitet, dels som en utvidgad rätt till mat, dels som en strategi för att skapa genuin livsmedelstrygghet genom ett livsmedelssystem som sätter människor och natur i centrum. Därefter konkretiseras denna strategi genom sex principer som tillsammans beskriver hur livsmedelssystemet kan organiseras för att uppnå matsuveränitet. Därefter behandlas EUGD, F2F och utvecklingen av den gemensamma jordbrukspolitiken (hädanefter GJP) mot att gå från att ses som vilken industri som helst och enbart vara inriktad på produktion till att komma att innefatta en mer holistisk bild på livsmedelssystemet och innefatta sociala såväl som natur- och klimatrelaterade mål. Vidare redogörs samspelet mellan EUGD, F2F och GJP.
I uppsatsens huvudsakliga del utforskas huruvida EUGD, F2F och deras rättsliga uttryck i strategiska planerförordningen speglar principerna om matsuveränitet. Analysen visar att de inslag som skulle ligga i linje med matsuveränitet ofta är vaga, svagt styrande eller fria för medlemsstaterna att välja bort. I en avslutande reflektion fastslås tre hinder för en omställning av livsmedelssystemet. Dessa består i oviljan att skiljas från det industriella jordbruket, det begränsade stödet till småbruk och den stora valfrihet som ges till medlemsstaterna i och med implementeringen av jordbrukspolitiken. - This thesis addresses the transition towards a sustainable food system as called for by the European Green Deal (from now on referred to as EUGD) and the accompanying Farm to Fork Strategy (from now on referred to as F2F). Such a transition should, according to the EUGD, explicitly involve profound changes. The thesis examines the extent to which the profound changes referred to make alternative ways of organising and governing food supply possible. The analysis is conducted through a comparison between the EUGD, F2F, and their legal expression in the Strategic Plans Regulation on the one hand, and principles of food sovereignty on the other.

This strategy is then concretised through six principles that together describe how the food system can be organised to achieve food sovereignty.
Thereafter, the EUGD, F2F, and the development of the common agrivulture policy (from now on referred to as CAP) are addressed, from being seen as any industry and solely focused on production, to coming to include a more holistic view of the food system and including social as well as environmental and climate-related objectives. The interaction between the EUGD, F2F, and the CAP is then presented.
In the main part of the thesis, it is examined whether the EUGD, F2F, and their legal expression in the Strategic Plans Regulation reflect the principles of food sovereignty. The analysis shows that the elements that would be in line with food sovereignty are often vague, weakly steering, or left to Member States to choose not to apply. In a concluding reflection, three obstacles to a transition of the food system are identified. These consist of the reluctance to move away from
industrial agriculture, the limited support for small-scale farming, and the extensive discretion granted to Member States in the implementation of agricultural policy (Less)
