- Since 2024, the Swedish women’s rights organisation Kvinna till Kvinna offers
a leadership training programme for women who have migrated, or who have parents who have migrated. Kvinna till Kvinna refers to these women as “women with a migration background”. The programme was presented as a response to the
underrepresentation of “women with a migration background” in leadership positions, and to problems related to equality and safety in “vulnerable areas” (utsatta områden). However, upon critical examination, it proves to do more than respond to structural challenges. The category “women with a migration background” is racialised and simultaneously ascribed a discourse of deficit and potential, producing legitimate subjects for governmentality. Barbara Cruikshank’s theory of governmentality through empowerment, serves to illuminate the leadership training programme as a technology of citizenship that makes “women with a migration background” responsible for realising their potential, governing through community in “vulnerable areas”, and tackling their own underrepresentation.
