Abstract
The European Union was founded based on the liberal idea that economic interdependence would prevent war among member states, an idea that has also shaped its economic policy. In recent time, strategic tools have been integrated in economic policy to reach geopolitical means, which contradicts with its traditional liberal values. This essay examines how the European Union’s view of security is displayed in the Council of the EU conclusions and how it connects to the concept strategic autonomy. By using an automated text analysis method, the analysis compares two theoretical ideal types, one liberal and one geoeconomic, to the empirical material. The findings are seen as the ambition for strategic economic independence while maintaining liberal economic interests, which is connected to the call for strategic autonomy. Furthermore, the essay uses the theory of securitization to discuss the findings and how it is used to legitimize the change of perspective in the economic policy. (Less)
