Verksamhetsägda fastigheter och rådighet för energieffektivisering - en fallstudie av Lunds kommun

Detta examensarbete syftar till att identifiera företag som äger sina
verksamhetsfastigheter samt analysera deras förutsättningar att genomföra
energieffektiviserande åtgärder. Studien baseras på kommunal registerdata,
geografisk analys via Geoportalen samt kvalitativ verifiering genom platsbesök och semistrukturerade företagsintervjuer.
Resultaten indikerar att ägarstruktur har stor betydelse för företagens möjligheter att agera i energi- och klimatfrågor. Företag som äger sina fastigheter har generellt större rådighet, starkare incitament och bättre långsiktiga förutsättningar att investera i energieffektivisering.

energieffektiviserande åtgärder. Studien baseras på kommunal registerdata,

Resultaten indikerar att ägarstruktur har stor betydelse för företagens möjligheter att agera i energi- och klimatfrågor. Företag som äger sina fastigheter har generellt större rådighet, starkare incitament och bättre långsiktiga förutsättningar att investera i energieffektivisering.
Samtidigt identifieras flera hinder, däribland begränsade
ekonomiska resurser, kunskapsbrist och organisatoriska prioriteringar. Hyresgäster uttrycker ofta en vilja att minska energianvändningen men saknar rådighet över byggnadens tekniska system.
Resultaten visar vidare att energinsatser riktade mot aktörer med faktisk rådighet har högre genomförbarhet, särskilt när de kombineras med konkret stöd i form av rådgivning, analys och samordning. Analysen visar även ett samband mellan kartläggning, rådgivning och företagens genomförda åtgärder, där ett datadrivet arbetssätt bidrar till mer effektiv resursanvändning.
Studien bidrar med ett praktiskt tillämpbart angreppssätt för kommunal kartläggning av verksamhetsägda fastigheter och indikerar att energieffektivisering i näringslivet i hög grad påverkas av ägande och rådighet snarare än enbart tekniska faktorer.
Resultaten kan utgöra ett kunskapsunderlag för framtida kommunala insatser, både i Lund och i andra kommuner med liknande förutsättningar. (Less)

The registry-based mapping identified 789 companies that own their business
premises in Lund municipality, representing a wide range of sectors including
construction, manufacturing, trade and services. These were mainly located outside the city centre of Lund.
The findings from interviews show that ownership structure significantly affects both authority and willingness to implement energy efficiency measures. Property-owning firms demonstrate greater long-term incentives and decision-making capacity, whereas tenants often express willingness but lack technical or legal control over buildings. Key barriers include economic constraints, limited technical knowledge, and organizational capacity.
The study demonstrates that energy efficiency in the business sector is not solely a technical or economic issue, but also an issue of authority and actor identification.
The findings provide a practical approach for municipalities to target energy advisory efforts more effectively and contribute to understanding how ownership structures influence local energy transitions. (Less)
