Abstract
This study analyzes how Borås municipality has created a new planning tool with a focus on collaboration, strukturskisser. This study aims to investigate how these are understood by planners who work with the tool in different ways. Participation of different parties is a goal of contemporary planning and is implemented in different ways. The study examines what role the new tool has in relation to other Swedish planning tools, how collaboration works and what challenges this method entails. The theory and basis of this study is Collaborative Planning based on Healey (1997), and the chosen method of the study is qualitative interviews with planners working with strukturskisser in different ways.
