- This study aims to examine how military protective security guards (Swedish: militär skyddsvakt) describe the ways in which their discretion is shaped and operationalized in practice. Considering the current security context, the Swedish law Skyddslagen (2010:305) constitutes a central component of Sweden's protective security system. - This study aims to examine how military protective security guards (Swedish: militär skyddsvakt) describe the ways in which their discretion is shaped and operationalized in practice. Considering the current security context, the Swedish law Skyddslagen (2010:305) constitutes a central component of Sweden's protective security system. Skyddslagen provides the legalistic framework within which the military protective security guard operates. The study uses street-level bureaucracy as a theoretical framework. The empirical data consists of semi-structured interviews conducted with military guards from three different military units and was analysed through a thematic analysis. The study concludes that variations in discretion and operationalization were most prominent between units. The study further demonstrates that discretion is conditional and shaped by the relation between the individual and the organization, the level of responsibility experienced by the military guard, as well as hierarchy and cooperation within each unit. These conditions were particularly salient in situations characterized by high levels of individual uncertainty. The operationalization was found to be highly regulated by legal, social and organizational norms connected to foundational rule-of-law principles. This study contributes to addressing the identified knowledge gap in the literature concerning military protective security guards and their discretionary actions and operationalization of the law.
