- The article explores the impact of the Swedish EU membership on the constitutional role of Swedish local government (municipalities). The tension between subordination as a part of the monolithic member state of Sweden and the constitutionally protected self-government forms the analytical framework. The study highlights the legal structures and links them to political science theories on multi-level governance. It looks into the role of local government in the EU legislative process, in implementation of EU law and as a legally based limiting force to the policy of the central Swedish state. - Artikeln undersöker de svenska kommunernas konstitutionella roll i förhållande till EU-rätten. Ramen för undersökningen är spänningen mellan den monolitiska synen på Sverige som en enhetlig medlemsstat och kommunernas grundlagsfästa självstyrelse. Undersökningen uppmärksammar de rättsliga strukturerna och hur dessa förhåller sig till teorier om flernivåstyrning (multi-level governance). Artikeln undersöker kommunernas roll i EU-lagstiftningen, genomförandet av EU-rätt i Sverige och kommunernas möjligheter att utgöra en rättslig motkraft till riksdag och regering.
