Personal assistance - A qualitative study of the significance of the reform

In 1994, a new law, Act Concerning Support and Service for Persons with Certain Functional Impairments (LSS) was implemented as a part of the Swedish welfare system. The purpose of the law is to assure safety for people in one of three target groups that are further defined in 1 §, LSS. The law gives people in these target groups, assistance in their everyday life in order to live their lives “as anyone else”. Personal assistance - A qualitative study of the significance of the reform

In 1994, a new law, Act Concerning Support and Service for Persons with Certain Functional Impairments (LSS) was implemented as a part of the Swedish welfare system. The purpose of the law is to assure safety for people in one of three target groups that are further defined in 1 §, LSS. The law gives people in these target groups, assistance in their everyday life in order to live their lives “as anyone else”. The Swedish disability policy is based on the principle that every individual is of equal value and also has equal rights. When entitled personal assistance, there are three different categories of assistance providers that the consumer can choose between; municipality, private or user-cooperatives. The aim of this study was to examine if there is there is a common understanding of what good quality is and try to get a picture of what those differences would be. The method for the study has been qualitative study by and semi – structured interviews and document analysis. One representant from each of the five interest groups; legislators, authorities, assistance providers, user cooperatives and consumers was interviewed - Do they share the same view? More specifically, the aim was to analyze: Has the law really come to mean a difference in the consumers life, which was the intention in 1994. Has the law lead to a positive change including a greater quality of life? Does the law work as an instrument of quality assurance? Do national goals in Swedish handicap policy match with what quality is defined as by the interest groups? What effect does the emergence of private assistance-providers meant for the quality of assistance?

What I found out and came to the conclusion with is that there is an equal picture of what quality is and also a common vision of that the LSS is should and does lead to a greater quality of life for the consumer. The ambition to reach the goals of the national goals of Swedish handicap policy is the general opinion and the LSS itself is one way to get there. Is the law and the ambition among the interest groups, to reach high quality of personal assistance, enough to for the consumer to feel good perceived quality? (Less)
