Climate Change Adaptation in Thailand: Exploration of No-Regrets Measures in the Policy Framework

This study investigate the level of recognition of no-regret adaptation strategies in the climate change policy framework in Thailand as well as to examine the approaches to raise the priority of no-regret adaptation strategies in the Thai climate change adaptation policy context. It is found out that no-regret measures are to a large extent incorporated in the National Strategies on Climate Change (2008-2012). However, the levels of incorporation and recognition in the other sectoral policies are substantially lower. Among these no regret adaptation measures identified, the majority are those measures aiming at building knowledge and raising awareness.
The research has identified three main approaches to raise the priority of no regret adaptation strategies in the Thai policy context. First of all, the no regret adaptation measures, or at least the concept of no-regrets, should be mainstreamed into the National Economic and Social Development Plan (NESD). Secondly, the evaluation or assessment of adaptation options to identify the benefits versus investments should be done in order to make no-regret measures more appealing for policy makers. Lastly, co-benefits and synergies of no regret measures for climate change adaptation and other social, economic and environment advantages should be clearly identified.
In addition to the three main approaches above, there are also several measures that might not directly help raise priority of no regret measures but are indispensable ways to complement the process of raising priority for no regret measures. These measures include knowledge development, capacity building (especially for those officials at the implementing agencies), information sharing and coordination. (Less)
