Abstract
Swedish labour market policy has changed towards a greater focus on activation of unemployed citizens. This can be seen as a pragmatic political solution to the problem of high unemployment and the accompanying rise in social welfare expenses. But the activation policy can also be interpreted as a development that produces new and specific values in key welfare policy issues. This master’s thesis departs from the latter perspective. Swedish labour market policy has changed towards a greater focus on activation of unemployed citizens. This can be seen as a pragmatic political solution to the problem of high unemployment and the accompanying rise in social welfare expenses. But the activation policy can also be interpreted as a development that produces new and specific values in key welfare policy issues. This master’s thesis departs from the latter perspective. The purpose of the thesis is to investigate which citizenship norms that can be identified in the implementation of activation policy. The investigation is carried out as a qualitative interview study with eight ”street-level bureaucrats” from two Swedish municipalities. Through an analysis of their reasonings about their clients rights and duties it is examined how the notions of citizenship is understood in this crucial part of the implementation process. The results show a complex set of citizenship norms where uncertainty and ambiguity is the most distinct common feature. Citizenship is also described as conditioned by varying demands of activation and as narrow in the sense that other social problematiques are perceived as subordinate to the problem of unemployment.
