Abstract
This paper deals with the existing Swedish Civil-Military Co-Operation capacity (CIMIC) in the Swedish Armed Forces in Afghanistan. We intend to clarify how advanced this capacity is, and try to highlight any changes that may lead to increased interoperability and effectiveness of the capacity in the future. The analysis is based on three different organizational theories, which together create an effective theoretical tool for how to interpret the capacity. The capacity is analyzed both by qualitative text analysis, examining several national policy-documents and strategies, in order to clarify how to treat the concept of CIMIC at government level. This paper deals with the existing Swedish Civil-Military Co-Operation capacity (CIMIC) in the Swedish Armed Forces in Afghanistan. We intend to clarify how advanced this capacity is, and try to highlight any changes that may lead to increased interoperability and effectiveness of the capacity in the future. The results of the paper makes clear that the capacity has priority in policy documents and that there is a developed, functioning interaction function at the strategic level in Afghanistan. In contrast, there is uncertainty in how the capacity is to be used in the Armed Forces and you ask for clearer structures for whether to use the capacity in a inter-organizational or intra-organizational way.
