- Abstract
- The aim of this study was to evaluate a central service for the monitoring of supplier compliance with Code of Conduct for social and ethical performance that the Sub-Association of Local Authorities and Regions (SKI) in Sweden provides for several Swedish municipalities. The evaluation has been carried out via combination of two approaches:
a)A survey of participating municipalities’ thoughts and opinions on SKI’s work since its introduction in 2012
b)An assessment of the work of SKI, and the work that participating municipalities do regarding compliance monitoring and follow up. The major findings show that even though SKI has had some success in conducting assessments, and they are done in a fashion that is endorsed by Swedish governments, much work remains if this is to be taken more serious.
Regarding the municipalities the majority of them are pleased with the work so far. However there is an uncertainty of what is expected of the municipalities when the supplier assessment report is finished. Some municipalities use them in their own follow up with their supplier, while others feel content and leave them be. As a result it is vital that they are given more information on how to put the assessments to good use since follow up in general is an inadequate area.
According to best practice the focus of assessments should be to analyze the root causes of the problems in the supply chain in order to obtain lasting changes. SKI as a unit is currently only achieving temporary fixes, since the methodology consists of pointing out flaws at the factory followed by demands on the supplier to fix it. As a result the next natural step for SKI would be to scrutinize its own goals and ambitions and execute risk analysis to identify critical areas where their focus should be. (Less)
