- Abstract
- Ever since the United Nations’ Convention on the Rights of the Child was ratified by Sweden in 1990 there has been an ongoing discussion on how to implement children’s rights in Swedish public institutions. The other one is to investigate whether the child perspective is taken into account throughout the planning process or if it is limited to certain levels of planning. This is executed through a discourse analysis on the case of Malmö Municipality. The underlying theories concern power relations and norm critique. The Malmö municipal plan is examined and compared to three zoning documents. The conclusions drawn from the empirical data are that the municipal plan has a range of discourses connected to the child perspective, which implies a holistic view on children and childhood. On the other hand the child perspective is not present in all three zoning documents. The child perspective is considered only if the zoning document is meant for children’s activities, even though the child perspective is supposed to be taken into consideration in all zoning documents in accordance with the municipal plan.
