Abstract
To find new ways for collaboration between the Swedish public sector and the civil society, and to promote non-profit voluntary (NPVOs) actors as local welfare producers, the collaboration format Idéburet – Offentligt Partnerskap (IOP) was launched. The purpose of this explorative study is to examine why local and regional authorities enters into IOP as a form of collaboration with NPVOs. The study is based on semi-structured interviews conducted with public officials from those local and regional authorities that have entered at least one IOP. The purpose of this explorative study is to examine why local and regional authorities enters into IOP as a form of collaboration with NPVOs. The study is based on semi-structured interviews conducted with public officials from those local and regional authorities that have entered at least one IOP. The empirical results show that IOP can function as a means to address complex challenges facing society by combining public resources with those of NPVOs and thus create more effective and innovative solutions. Compared to other forms of collaboration, IOP can provide better long-term conditions for local and regional NPVOs and be used as a platform for a more equal dialogue between the public sector and NPVOs. The results also show that an equal dialogue and a clear, articulated political will are essential for local and regional authorities to sign an IOP. (Less)
