Abstract
Today the Swedish education system faces major challenges. This study deals with school segregation, and the broad topic is narrowed down through a qualitative study that intends to capture several dimensions of how the municipality in Malmö works to improve the conditions for a good and equal education. It also tries to highlight the ideological discussion of why this work is important for the city. The study is based on six interviews with people working within the municipal school policy field. Today the Swedish education system faces major challenges. This study deals with school segregation, and the broad topic is narrowed down through a qualitative study that intends to capture several dimensions of how the municipality in Malmö works to improve the conditions for a good and equal education. It also tries to highlight the ideological discussion of why this work is important for the city. The study is based on six interviews with people working within the municipal school policy field. The theoretical approach is the neoliberal entry of new public management in the public sector, theories of segregation, and Bourdieu’s theories of symbolic resources of cultural and informational capital within the education system. The study shows that the school segregation in Malmö is large scale. The municipalization and the freedom to choose schools have made the municipal work against school segregation difficult. In reality, municipalities do not have much to put against the market force, but through aggressive resource allocation and elaborated localization strategies within the planning processes, the City of Malmö hopes to affect the school field in the desired direction. The school itself is an institution that intends to shape democratic citizens and at the same time be a gateway to the labour market. A social mix in the pupil composition is crucial to widen every student’s opportunity to be able to take bigger part of the society. The work against school segregation is therefore described as a key question of the development for the city as a whole. (Less)
