- Abstract
- A recent topic of high interest is the difficulties in attracting candidates for certain jobs in municipalities. This matter has become one of the major issues for municipalities. I therefore found it interesting to investigate this issue in more detail.
The purpose of the essay has been to describe and analyze how a municipality works with the topic of competence provisioning, in attracting, educating and retaining the employees and to find potential improvements as it relates to strategies in these topic areas. To answer the purpose, I composed the following four questions:

The study was empirical and the methodological starting point was a qualitative study with an abductive approach. Data was collected through semi-structured interviews with employees of the chosen organization. The hermeneutic analysis indicated that the municipality has strategies in how to work with this issue, though they need more structure and clarity in the area of leadership. (Less)
