- Smart cities are a modern form of urban construction that takes an increasingly larger space in both Swedish and foreign urban planning. This essay investigates the Swedish Planning and Building Act and its impact on planning and implementation of smart city-concepts in Lund municipality in the
southern part of Sweden. Theories of planning tradition, digital development in society and theory
of the smart city are used to put this case study into a broader perspective. This essay investigates the Swedish Planning and Building Act and its impact on planning and implementation of smart city-concepts in Lund municipality in the
southern part of Sweden. Theories of planning tradition, digital development in society and theory
of the smart city are used to put this case study into a broader perspective. Materials used in this essay are parts of the Planning and Building Act, a document by and for the municipality of Lund in the future and interviews with representatives of four public actors who are active in urban planning
in Lund. The result of the study shows that the municipality of Lund have provided good conditions for the emergence of the smart city in their future vision even though the specific term ”smart city” is not yet mentioned. None of the four respondents perceived the Planning and Building Act as an
obstacle to the development of the smart city. The document analysis shows that the investigated part of the Planning and Building Act in some places are open to interpretation. Different players can have various purpose and interest in urban planning which can lead to a risk of conflict as the smart city grows. The conclusion of the case study is that the Planning and Building Act does not
set any direct limits but at the same time does not help the realization of the smart city. (Less)
