Abstract
Municipalities in OECD-countries have since deregulations in the infrastructure sector during the 1980s increasingly been drawn into novel ways of funding transport infrastructure. Implications amongst different countries in the OECD vary as economic systems and national policy constitute the backdrop for the penetration of private capital in transport infrastructure .This study aims to explain the case of Lunds municipality and their investment in transport infrastructure, as their tramway is reaching its finalization during 2019 and 2020. Municipalities in OECD-countries have since deregulations in the infrastructure sector during the 1980s increasingly been drawn into novel ways of funding transport infrastructure. Implications amongst different countries in the OECD vary as economic systems and national policy constitute the backdrop for the penetration of private capital in transport infrastructure .This study aims to explain the case of Lunds municipality and their investment in transport infrastructure, as their tramway is reaching its finalization during 2019 and 2020. The research questions are: How is the capitalinvestment in Lunds tramway organized and whom are the actors involved? What responsibilities do Lunds municipality hold opposed to the different actors? What risks and opportunities does the funding of the tramway imply for Lunds municipality?
This study uses documents produced by the different actors and semi-structured interviews with the municipality to deepen the understanding of the process behind the infrastructure investment. The results suggests that Lunds municipality organises an investment that contain elements of financialization, and that the implications and consequences regarding future management of the local economy need further attention.
