To shed light on these factors and answer the associated set of four sub-research questions that complement the main research question, in-depth interviews as well as a document analysis across different governance levels (supranational: EU; national: Finland; local and regional: Uusimaa and Päijät-Häme) were conducted and engaged in. In essence, the role of local and regional governance can be distilled to the three major stances of i) strategizing, ii) catalysing and facilitating, as well as iv) operationalising. Yet, several interdependencies within the local and regional level as well as between all governance levels are imperative to be taken into account. (Less)
